first Victim Panel was held in Washington State in the NE King Co. District Court with the support of Judge David Admire. By 1992 there were seven Victim Panels in Washington State. In 1992, Senate Bill 6295 was passed which added a new section to
RCW 46.61 (penalties for driving or being in physical control of a motor vehicle under the influence of intoxicating liquor or drugs), to enable the court to require a person convicted under
46.l6 to attend an educational program focusing on the suffering of DUI victims. Over ten years ago, the group of DUI Victim Panel Coordinators met and drafted the first Minimum Standards for DUI Victim/Survivor Panels. These standards have been reviewed and updated over the years, and the intent is that each panel coordinator make a "Good Faith" effort to uphold these minimum standards at each program.
